How Seasons and Regulations are Set
North Dakota's various hunting, fishing, and trapping seasons are set by gubernatorial proclamation under a
process mandated by state law. Here is how it works:
- Game and fish department biologists conduct population surveys.
- Biologists, in concert with the Department administration, incorporate population data and other information into a
draft proclamation.
- The draft proclamation is submitted to the governor for approval.
- If the governor approves and signs the proclamation, it then has force of law.
